From Spreadsheets to a single system of record

Parole Board Queensland is responsible for making legally significant, high-stakes decisions about parole applications and recalls - decisions that must be defensible, secure, and properly governed at every step. Like many statutory bodies, the Board had historically relied on a mix of manual processes and spreadsheets to manage case files, schedule Board meetings, and track decisions - an approach that placed a growing administrative burden on Secretariat staff and made it difficult to demonstrate a complete, auditable history of every matter.

Optimation partnered with Parole Board Queensland to co-design and deliver Connect for Parole Boards, a purpose-built digital transformation of the Board's end-to-end operations. Rather than digitising isolated tasks, Connect was built to replace the Board's manual and spreadsheet-based processes entirely, becoming the single system of record for governance over parole applications and recalls, rostering, scheduling, and running decision-making meetings, tracking offender details, and capturing Board decisions.

Connect for Parole Boards has now been in live production since early 2025. Every Matter and every Board meeting is managed through the system, and all Board members now access case files digitally through the dedicated Board Member Portal - a complete shift away from the paper and spreadsheet-based preparation that came before it. Secretariat teams manage intake, scheduling, and document publication within the platform, with a full, named and timestamped audit trail supporting the Board's accountability and compliance obligations.

Connect, the product underpinning this transformation, was recognised with a Best Hi-tech Solution for Public Good award, reflecting the impact of moving statutory decision-making bodies onto a secure, purpose-built platform that supports better outcomes in the community.

Today, Connect for Parole Boards stands as a proven, production-tested solution - one that can integrate seamlessly alongside legacy and third-party systems of record, or be configured to run as a Board's sole, independent system, giving other parole boards a credentialed pathway to the same outcomes Parole Board Queensland has achieved.
