Modernising community supervision

Queensland Corrective Services replaced paper forms and an end-of-life kiosk system with Connect, a joined-up digital platform now used by more than 700 frontline officers and thousands of supervised individuals statewide.

Transforming how a state manages supervision in the community, at scale

Queensland Corrective Services (QCS) supervises one of the largest community corrections populations in Australia, supported by a large frontline officer workforce spread across a state two-and-a-half times the size of Texas. QCS's Community Corrections team was reliant on manual, paper-based processes and a legacy kiosk system that had reached the end of its useful life, creating a clear opportunity to modernise how officers and supervised individuals engaged day to day.

Optimation partnered with QCS to deliver QCS Connect, a configured instance of Optimation Connect, as the foundation for a genuine digital transformation of Community Corrections. Rather than a single point solution, it's an integrated suite: a Case Officer Portal for staff, and a mobile app, self-service kiosks, a web portal, and tablet-based induction tools for supervised individuals - all connected back to QCS's core offender system of record.

Rather than digitising isolated tasks, Connect was designed to deliver broad, day-one utility for both officers and supervised individuals: biometric self-check-in, digital signature capture, automated compliance alerts, GPS-based curfew checking as a lower-cost alternative to electronic monitoring, secure officer-to-offender messaging, rehabilitation action tracking, and streamlined travel permit and condition-variation workflows.

From the outset, the programme set ambitious goals for Community Corrections: substantially reducing the volume of repetitive paper-based tasks for officers, cutting appointment time and administrative burden through self-check-ins for lower-risk individuals, lifting turn-up and on-time attendance rates for community work and reporting obligations, and reducing reliance on costly call-centre and security responses for curfew monitoring. These goals shaped every part of Connect's design, from self-service channels through to automated alerting and compliance workflows.

Visitor logging at kiosks also delivered a significant, unanticipated uplift in officer and reception safety across reporting locations.

QCS Connect went live in December 2023 and is used across the entire Community Corrections organisation, supporting in excess of 700 frontline officers and thousands of supervised individuals across the state - including remote and boat-access-only locations.

The rollout was deliberately broad rather than a small pilot, reflecting a key lesson from the programme: narrow point solutions rarely achieve the critical mass needed to gain lasting traction, while a wide, accessible set of digital channels drives rapid, self-reinforcing adoption from both officers and supervised individuals.

The success of this transformation contributed to Optimation Connect, the platform underpinning it, being recognised with a Best Hi-tech Solution for Public Good award.

QCS Connect continues to evolve, with future modules extending into AI analytics and insight, custodial kiosks for safer prisoner transfers and pre-release induction, deeper rehabilitation support, and closer integration with the newly deployed Connect for Parole Boards - connecting community supervision, parole, and custodial systems into a single, joined-up digital ecosystem.

Why it works

Going broad, not narrow

Connect launched across the whole of Community Corrections, not as a small pilot. That was deliberate. Narrow point solutions rarely reach the critical mass they need to stick. A wide, accessible set of digital channels gave officers and supervised individuals a reason to use Connect every day, and adoption quickly built on itself.
