The Challenge

Paper, ageing kiosks and a very large state.

QCS supervises one of the largest community corrections populations in Australia, with frontline officers spread across a state more than six times the size of New Zealand.

Day-to-day supervision relied on paper forms, manual processes and a kiosk system that had reached the end of its life. Officers were spending too much time on repetitive admin, and curfew monitoring leaned heavily on costly call-centre and security responses. QCS saw a clear opportunity to modernise how officers and supervised individuals work together.

Optimation partnered with QCS to deliver QCS Connect, a configured instance of Optimation Connect. Rather than a single point solution, it's an integrated suite, all connected back to QCS's core offender system of record.

Why it works

Going broad, not narrow

Connect launched across the whole of Community Corrections, not as a small pilot. That was deliberate. Narrow point solutions rarely reach the critical mass they need to stick. A wide, accessible set of digital channels gave officers and supervised individuals a reason to use Connect every day, and adoption quickly built on itself.
